Big topic here, but first: what subject are you tutoring?
Because this is really an offer and positioning problem. what problem do you solve, for who, and in what timeframe? answer those questions and then tell everyone you possibly can.
Cheapest route is learning to write a sales letter for your tutoring and posting it on forums and local community boards. paid ads are less work and faster, though.
Say the tutoring is math for undergrads. Something like this works:
I'll get you a 90+ on your next calculus exam in 6 sessions or less, guaranteed.
That lands because there's a simple method behind it, something like a 3-step process (well, 5 really):
1: audit their skills
2: build a custom roadmap
3: volume drills to improve fast
4: test prep
5: review
Now there's a verifiable reason you're better than other tutors, plus a concrete outcome they can picture in their head. that creates the desire and the urgency for you.
Not claiming this is brilliant positioning - but it's positioning, and tutoring is a space where you need it. Once that's locked, the sales letter or the ads almost write themselves.
It's the same flow that gets used with consulting clients: nail the positioning first, then the offer (price, guarantee, delivery), then build a reusable template that carries the marketing across channels. Worth learning to do that for your own business, because nobody knows your offer better than you.
