If he can't dominate a single city or region there, what makes you think he's ready for the shipping nightmares, customs headaches, and currency risks of international?
Is he even set up for cross-border payments? Does he have the margins to absorb return costs? Or are we just chasing the romantic idea of "global" when a hyperlocal Facebook ads play would give 10x the ROAS with zero complexity?
Give us the real numbers - his current capacity, average order value, repeat purchase rate. Without that, expanding overseas is just expensive trial and error.
