I ran into the same thing on a Shopify store and it felt like 90% of “affiliates” were just coupon scrapers trying to snipe last-click. What helped was treating the network like plumbing, not a growth channel. I locked approvals, added explicit “no coupon/deal/loyalty/cashback” terms, and then went hunting for partners myself.
I pulled competitors into Ahrefs and Similarweb, found who was sending them traffic, then pitched those sites directly with a slightly better angle: higher base rate, custom landing page, sometimes a product sample so they could do a legit review instead of just dumping a link. I also stopped relying only on affiliates already “in the system” and started with creators who already talked about the problem our product solves.
For keeping that pipeline full, I tried Impact’s marketplace and PartnerStack, and ended up on Pulse for Reddit because it caught threads where people were asking for product recs in our niche so I could reach out without being spammy.
